During a primary election, I was hanging around outside a voting place
in my capacity as a Precinct Committeeman. There were other political hacks
from both parties there about. A young lady, young from my perspective,
was there passing out stuff from the other party. She worked for a city
agency and had been given the day off along with the stuff she was providing
the voters. I noticed that she was reading a para-legal text book and making
copious notes. Over a few hours, I learned several things. Any reader who
would detract from her loyalty to her Party for divulging what I learned,
I suggest you attend that I am a kindly old man with extensive training
and experience in interrogations of all kinds.
I served on active duty during the "Cuban Crisis." President
Kennedy made his pronouncement re how we would respond to any attack from
Cuba. I was watching television. I went into my bedroom, changed into uniform,
packed my "mobility bag" and left a note for my wife who was
teaching at our local school. The phone rang and I responded to a Strategic
Air Command general recall. I saw my wife 30 days later when we went into
12 and 12.
I had never met, however, a real Cuban refugee. The young lady's husband,
I learned, was one and he would be stopping by. I had the opportunity to
speak with him. I am pleased to say that before the next general election,
he will be a citizen and a member of my Party. I have asked he invite me
to his "swearing-in" and he and I enter our voting place together.
He was born on the 4th of July, a fact in which he takes great pride. As
a youngster, he got his family in trouble because he was a supporter of
the United States. He pressured his mom to help him learn English and was
too vocal in school. He was jailed twice. His elder sister is a Cuban Government
representative serving in another country.
He shared the experience of his crossing with us and made some observations
of interest to me and the others there.
He left at 27 years of age. Loyalty to his family not the government delayed
his departure. There were seven of them on a small raft. Only he spoke
English. After several days, they came within the jurisdiction of the US
Coast Guard and were picked up and taken to Florida. There he waited in
a holding facility while a background investigation was conducted. Once
cleared, he still required a sponsor who would warrant that he would not
become dependent upon the US Government for support. That done, he became
a Resident Alien. He has done all required. Now just short of his 40th
birthday, he looks forward to his goal. He will become a citizen of the
United States of America.
I thought I knew the answer and did not want to prompt him because I wanted
those present to hear his answer. I asked how he would have been treated
if the Cuban patrols had caught him and returned him to Cuba. He laughed!
He said, in effect, that the patrols just run over the rafts or boats and
go on.
He felt strongly that immigrants from any country should wait their turn,
enter legally and become part of the United States society.
